Purpose: To ensure the educational rights and protections for all children and youth experiencing homelessness as well those in need of foster care. Additionally, these resources ensure equal access to the same free, appropriate public education, including public preschool education, which is provided to all other children and youth.
Who: An individual who lacks a fixed, regular, and adequate nighttime residence (sharing the housing of other persons due to loss of housing, economic hardship; living in motels, hotels, trailer parks, or camping grounds; living in emergency or transitional shelters; awaiting foster care placement)
Authorized Services: tutoring, supplemental instructions, mentoring, summer programs; transportation to “school of origin” (homeless students only); available resources (agencies, referrals for health services; school supplies)
Unauthorized Services: rent or utilities for motel or any temporary housing; gift cards; cost associated with non-educational field trips or very high priced educational field trips; purchasing promotional items, vehicles to transport students
